The consultative & sensitization meeting of CBID Network Pakistan (Sindh chapter) held in Karachi, at DWA Disability Resource Center. The meeting was started with recitation & formal introduction of members.
Welcome Address by Provincial Coordinator
Mr. Javed Rais Provincial Coordinator CBID Sindh welcomed all the participants and shared the purpose of meeting. He said that CBID (Community Based Inclusive Development) is new terminology for many of us but it has the great importance to get inclusive development in the society. Many of countries have adopted the CBID and ensured their development of people with disabilities through CBID approach. He further told that Pakistan has national network of CBID, now there is dire need to develop networks at provincial level. Today this forum has to develop strategy to form a provincial network with consensus. Mr. Asim Zafar coordinator CBID Secretariat said that this is first meeting at provincial level, if we succeed today to develop strategy to form a provincial network; that will become role model for other provinces. Mr. Asim further told that CBR & CBID are both interlinked components to ensure development of people with disabilities in the society.
History of CBID Network by International coordinator

Mr. Ghulam Nabi Nizamani International Coordinator CBID Network Pakistan shared history of CBID network at national level. He informed that the meeting of all member organizations of CBR network Pakistan held in month of March 2012, which developed consensus to develop CBID network in Pakistan and the CHEF international offered secretariat for the network in Islamabad. In this way formal secretariat with staff initiated work accordingly in Pakistan. The coordination between member organizations is very strong to share their activities. Mr. Nizamani said the network has nominated provincial coordinators to develop provincial networks at their respective provinces; the national network will facilitate the meetings. 
Review of CBID Network by International Coordinator
Mr. Ghulam Nabi Nizamani who is also Chairperson CBR AP Network said Community Based Inclusive Development Network Pakistan is members of Community Based Rehabilitation (CBR) Network Asia Pacific. That is Collaborating with CBR America Network and CBR Africa Network Globally. WHO, ILO, UNICEF, UNESCO, World Bank and other international organizations are supporting CBR strategy globally. In last two CBR Asia Pacific Congresses more the 600 delegates attended each congress that shows popularity of this network.
CBR is strategy to implement CBID. CBID is approach of inclusive development. He further told that WHO developed CBR guidelines, there are five focused points as components of CBR matrix like, Health, education, Livelihood, Social & Empowerment. He informed that CBR matrix is a sketch for inclusive development. Each main component has more sub five elements. Mr. Nizamani said that CBR has global network & regional networks as well. Pakistan comes under CBR AP network & Pakistan is also chairing the network since last year. India is going to host 1st CBR World Congress in Agra in October 2012. Japan will host regional congress in 2015. Mr. Nizamani informed that CBR & CBID are getting popularity day by day. Community will get benefits for doing work jointly. Through CBID approach people with/without disabilities do work together for the common developments.
Plan of action & strategy for CBID Network
Dr. Khalid Parvez shared that HANDS organization will stand with DPOs for the common cause. HANDS offers their expertise, hall and other possible support o hold the meetings & establishments of secretariat of CBID Sindh. Ms. Qamar Riaz told that sight savers will do possible support at provincial level network. Mr. Nazeer Laghari from NRSP told that NRSP is doing possible efforts for people with disabilities, the newly formed network of CBID will be proved ray of hope, the NRSP will stand with DPOs. Mian Asim Zafar asked to develop strategy for formation of Provincial network of CBID. Mr. Nizamani facilitated to form 05 member committee, to nominate Mr. Javed Rais as Provincial Coordinator, Mr. Abid Lashari Deputy Coordinator & accountable for correspondence from provincial to national network with the consent of provincial coordinator, Dr. Khalid Parvez as member, Ms. Dr. Qamar Riaz as member, Mr. Akram as Member. All the participants gave approval of the committee of CBID-Sindh.  Mr. Mobin from ARCP shared that provincial network should be developed but it must be productive. Mr. Asim replied that in past we have learned from mistakes, these networks will be more effective and productive. Mr. Abid Lashari said that INGOs, NGOs and DPOs should join hands for inclusive development. He admired the keen interest showed from HANDs, NRSP, Sight Savers, SAHARA and others to do joint efforts for the people with disabilities. He further informed that 05th July 2012 will be marked as National day of people with disabilities first ever in the history of Pakistan, in commemoration of CRPD ratification by Pakistan last year, that day should be marked across the country, especially the CBID network Sindh should do play its vital role for the celebration. Mr. Dr. Khalid Parvez offered its possible support in this regard and suggested to call a meeting in June to finalize the program, all agreed to celebrate the day to elaborate the importance & general public awareness about UNCRPD (United Nations Convention for the rights of persons with disabilities). Mr. Ghullam Nabi Nizamani informed that Federal Government has moved bill in Assembly without consent of any DPO or PWDs. This will bring many concerns in future. Mr. Nizamani informed that Provincial Ministry of Special Education Sindh intends to move bill 2012 in the Assembly for 08 year policy 2012-2020, the draft is finalized without consultation with people with disabilities.   We all have to raise voice against the decisions. The five member committee was made led by Mr. Ghullam Nabi Nizamani, Mubeen ud din, Mr. Akram, Dr. Shahnawaz Mounami & Dr. Qamar Rias, to review the policy of special education. The members agreed to hold press conference and table talk with provincial government, meanwhile the national coordinator was given the task to get in touch with Federal Government about the Disability Rehab Bill 2012. Mr. Nizamani suggested Mr. Abid Lashari to hold talks with Provincial Protection Cluster to get support in CBID local networks through Protection Working groups at District level. Mr. Lashari agreed to have meeting with concerned authorities. Mr. Akram said all members first of all get copies of bills from both governments then decide what should be decided? It was agreed to get information first then decide to have agitation. NRSP was requested to create pathway for DPOs to have part of RSPN. The NRSP representative to do possible efforts in this regard. Mr. Saleem Ali paid vote of thanks of all participants for being part of the meeting and ended the meeting with his words of wisdom.   
DECISIONS
1.      The CBID-Sindh chapter launched accordingly. Five member Executive Committee was formed as below.

2.      CBID-Sindh will seek collaboration of SDF, HANDs, and other NGOs to mark 05th July as national day of people with disabilities at provincial level.
3.      CBID-Sindh will hold talks with special education ministry Sindh about policy matters.
4.      CBID-Sindh will hold talks with Protection cluster to get support for cause at district level.
5.      CBID-Sindh will develop close coordination with INGOs, NGOs, philanthropists, Governments to sensitize them about inclusive development through CBID approach.
